To become a fashion designer in The Sims FreePlay, build the Promotions'R'Us store and then select the Fashion Designer career for your Sim, easy peasy!

First-hand tip: Get your Sim to buy the Promotions'R'Us store. Once it's built, you'll have the Fashion Designer career available. My Sim's been rocking that runway ever since!
