To be a CEO in GTA, first, you gotta buy an office. Check out the Dynasty 8 Executive website in-game on your phone or computer. Once you've snagged an office, access the office's computer. There, you can register as a CEO. Boom, you're the boss now, running the show and making that GTA money!
