First, get involved in crime! Join a crime family and work your way up by committing crimes and proving your loyalty. Then, keep an eye out for opportunities to move up in rank and complete any tasks that come your way.

I've actually done this! First, you need to join a Mafia family. Once you're in, make sure to be active by committing crimes and completing missions. Stay loyal and keep your notoriety low, and you'll be an underboss in no time.
