Just keep whacking those blue spots when he lands on them. Then go for the belly! Rinse and repeat, and he's toast.
Easy peasy - spin attack him when he goes shell mode, then stomp on his belly. No sweat!
Do what I did: hit blue spots, flip him over, ground pound. Took me a couple of tries but it works!
