Oh, Cloud 9! A tricky level but totally doable. My strategy? Focus on merging objects in fives instead of threes whenever possible to maximize your resources. Also, start by unlocking the land closest to your dragons so they can start harvesting and clearing the fog asap. Don't rush to wake all dragons at the beginning; sometimes it helps to have a controlled start. And keep an eye on the super dead land; you don't want to accidentally merge something and be left unable to heal it.
