Just jump on his head a lot. Worked for me!
Dodging Eggman's attacks and timing your jumps well is key! I find it helpful to bring Tails along for some extra aerial assistance too.
Honestly, hitting him and not getting hit back is all you need to do.
Take notes from Sonic's moveset: speed, agility, and timing! Focus on avoiding Eggman's attacks and strike when there's an opening. Stay calm!
