Just compliment his hat, then ignore him a couple times. Eventually, he'll be so sad that you can spare him.
If you're going for a pacifist run, ignoring Ice Cap multiple times will do the trick. He’ll give up on his hat obsession.
I found that stealing the hat after ignoring him works best. He gets so upset, and you can end the fight peacefully.
