Get on top of a vehicle and rain fire from above! Juggernauts can't reach you there. Just make sure you have plenty of ammo!
Honestly, just avoid them. They鈥檙e slow, so if you're low on resources, sneak around them instead of fighting.
Fire bombs, explosives, and anything that goes boom! When a juggernaut charges you, dodge and let it hit a wall or other obstacle to stun it for a crucial few seconds.
