Took me forever to beat this level. What finally did it for me was focusing on creating as many bomb power-ups as possible. They clear a whole bunch of tiles and make it easier to reach those hard-to-get spots. Also, don't be afraid to replay the level a few times to get the hang of it!
Level 21 can be a bit tricky, but here's the trick - focus on making combos! Try to get those rockets and bombs to clear more pieces at once.
