I got stuck on this one too, but finally cracked it. You need to move just one matchstick. Take one from the 9 and place it on the 6 to make it an 8. Now you have 8 - 3 = 5.
Level 74 in Brain Test is a bit tricky! You need to make the sum of the equation correct by moving the matchsticks. Try moving one matchstick from the number 9 to make it look like a 3, transforming 9 + 3 = 6 into 8 - 3 = 5. Voila!
