You'll need to complete specific tasks first: defeat 150 Frontier Grineer, collect 500 Rubedo, and finish the quest "Once Awake". Once completed, take your best-equipped Warframe and weapon, and face the Specter there. Typically, a Warframe like Excalibur with a balanced loadout should do the trick!
