Just build around them. Set up a structure to gain the high ground and then rain down shots from above. Gravity is your friend here.

Easy! Use explosives like grenades or rocket launchers to damage the player behind the riot shield. They can't block those blasts!

Get up close and personal. If you can get inside their shield, they can't hit you without lowering their guard. Keep the pressure on!
