Cleaning RG02鈥檚 armor is the key. Once that happens, RG01 will get embarrassed and you'll be able to spare them.
Make sure to first 'Clean Armor' on RG02. Then, watch as RG01 gets all flustered鈥攖ime to use the magic word: 'Spare'!
You gotta use the ACT menu to clean Royal Guard 02's armor! After that, RG01 will get all flustered and you can show mercy. Trust me, it works like a charm!
