Just spam Hadoukens with Ryu. Works like a charm.
I had the best luck with Guile. Charge back for Sonic Booms to keep him at bay and use Flash Kicks whenever he tries to jump in. It's all about zoning him out!
Honestly, just block a lot and counter. Bison's attacks can be predictable if you watch closely.
