From my experience, starting with 'Be Nice' interactions and moving on to 'Be Romantic' works best. It seems like a lot, but it’s worth it when they finally pair up!
You'll need to build up their relationship level by using romantic interactions. Keep at it, and eventually, you'll get the option for them to become partners!
Just spam 'Be Romantic' interactions until the game lets you make them a couple. It's all about persistence!
