First, make your Sims interact with each other using friendly and romantic options until their relationship status improves. Once they are good friends, use romantic interactions like 'Be Romantic' and 'Flirt' until you see the option to 'Be Romantic Partners' pop up. Click it, and voilà, they're a couple!

From my experience, starting with 'Be Nice' interactions and moving on to 'Be Romantic' works best. It seems like a lot, but it’s worth it when they finally pair up!

You'll need to build up their relationship level by using romantic interactions. Keep at it, and eventually, you'll get the option for them to become partners!
