Just go to university and major in Culinary Arts. The Chef job should eventually appear under the job listings once you graduate.

First, make sure your character has a high Smarts stat. Apply for university and choose the Culinary Arts major. After graduation, you can start looking for a Chef job in the occupation section. Good luck!

Focus on having high Smarts and take the Culinary Arts major in university. Once you graduate, look for a Line Cook or similar starting job. Work hard, and you'll get promoted to Chef!
