The process is straightforward: after you start the game, you'll be mistaken for the new mayor by Isabelle, the town's secretary, because the actual mayor never shows up. Just roll with it, and voila, you're the mayor! You get to make decisions that affect your town, like building projects and town ordinances. Just make sure you're playing New Leaf, as this is the only Animal Crossing game where you get to be the mayor.
