In Animal Crossing: New Leaf, you become mayor pretty much as soon as you arrive in town! The process is straightforward: after you start the game, you'll be mistaken for the new mayor by Isabelle, the town's secretary, because the actual mayor never shows up. Just roll with it, and voila, you're the mayor! You get to make decisions that affect your town, like building projects and town ordinances. Just make sure you're playing New Leaf, as this is the only Animal Crossing game where you get to be the mayor.

You can't, except in New Leaf. That's the only game in the series where you play as the mayor.
