You don't. New Horizons doesn't have a mayor role. Tom Nook's the boss here. You do get to play island rep though!

Sorry to burst your bubble, but you actually can't become the mayor in Animal Crossing: New Horizons. Unlike Animal Crossing: New Leaf where you start as the mayor, in New Horizons, you're just a resident on an island that Tom Nook owns. However, you do get to massively influence the island through terraforming and deciding where villagers live, which is kinda like being the mayor, minus the official title!
