From my experience, reporting irrelevant ads as spam helps a bit. Just click the three dots and report away!
You can't totally block ads on Instagram, but you can make them less relevant by hiding ads you find annoying. Tap the three dots on the top right of the ad and select 'Hide Ad'.
There's no way to block all ads. Deal with it. That's the price you pay for free apps.
