You can block Roblox on the iPad through 'Screen Time' in the Settings. Just go to Settings > Screen Time > Content & Privacy Restrictions > Allowed Apps, and then toggle off Roblox.

You could also use third-party parental control apps that offer more detailed restrictions if Apple's native tools aren't cutting it for you.

Just use the 'Guided Access' feature on your iPad. Go to Settings > Accessibility > Guided Access, and set a passcode. Then, open Roblox, triple-click the home button, and set the regions you want restricted - voila!
