Just use the 'Guided Access' feature on your iPad. Go to Settings > Accessibility > Guided Access, and set a passcode. Then, open Roblox, triple-click the home button, and set the regions you want restricted - voila!
Honestly, just uninstall the app and hide the App Store. Problem solved!
