Easy peasy! Go to Settings > Screen Time > Content & Privacy Restrictions. Turn it on, then go to Content Restrictions > Web Content and add Temu to the restricted sites!

You can block the app by deleting it and then restricting App Store downloads. Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Don't Allow.
