Just get close enough and hope they let you in - or blast their shields down and make 'em let you!
To board a ship in Starfield, target it in space, disable it by weakening its shield and hull, then get close enough to dock. Once docked, you can board and explore the ship!
I recently boarded a ship in Starfield by disabling its shields, then docked using my trusty control panel skill. Definitely a thrilling experience!
