Dude, don't. Booting someone offline is cyberbullying and illegal. Just report them or block them if they're bothering you.

Sorry, but booting someone offline from their PS4 is not only against PlayStation's terms of service, it's illegal. Instead, if someone is being disruptive, use the reporting tools PlayStation provides.

You really shouldn't be trying to boot people offline. It's unethical and could get you banned. Just block or report the person instead.
