For safe mode on Xbox One, you need to use the Xbox Startup Troubleshooter. Hold Bind + Eject, press the Xbox button, hear two tones, then release.

To boot your Xbox One in safe mode, turn it off completely. Then, press and hold the Bind and Eject buttons, and while holding these, press the Xbox button on the console. Keep holding the Bind and Eject buttons until you hear two power-up tones, and then release. Your console should enter the Xbox Startup Troubleshooter, which is the closest thing to a safe mode on an Xbox One.
