To bounce your car in GTA San Andreas, you gotta be in a lowrider with hydraulics installed. Then, while your car is stationary, hold down the '2' key if you're on PC to make the car bounce up and down. If you're on console, it's usually the left stick; just press it down and enjoy the hydraulics show!
