You can't really 'break' into safes in GTA 5 the same way you jack a car. Safes are usually mission-specific and come with their own set of instructions. If you're free-roaming and have a safe-cracking itch, maybe stick to robbing convenience stores instead.

Honestly, just follow the mission. GTA 5 isn’t big on giving you safes to crack outside specific story or heist missions. If you’re in a mission, the game will guide you. No freeform safe-cracking available, pals!
