To break Mel out of jail in Fallout 4, head to the Diamond City security office. You'll find Mel locked up there. Talk to the guard, and you'll get options to either bribe him, use your charisma to persuade him, or if you have the key, you can unlock the cell directly. If your charisma's high enough, persuading is your ticket to getting him out without spending caps!

Hack the terminal near the cell if your hacking skills are up to par. It's a quieter way to get him out without anyone being the wiser.
