To breathe underwater in Terraria, you've got a few options. First, grab a Gills Potion, which lets you breathe water instead of air for 2 minutes - handy for those prolonged underwater expeditions. Alternatively, hunt down the Neptune's Shell or later the Celestial Shell accessory; they turn you into a merfolk underwater, making breathing a non-issue. For something more permanent, crafting or finding a diving gear combo like the Diving Helmet combined with the Flipper, or the Arctic Diving Gear, can also give you extended underwater adventures by increasing your breath time or improving mobility under water.

Neptune's Shell is the way to go, hands down. Turns you into a mermaid/merman, and you can just chill underwater as long as you like. Forget the potions and gear, become the creature of the sea!

just use the gills potion, its easier to get and you won't have to worry about finding specific items. plus, if u stack up on them, you're set for a while.
