Just chuck food at 'em and make sure they've got spare beds. Easy peasy.
Basically, you need to give them food and space. Beds, food, and a bit of patience - that's the recipe!
Why bother? Just use a spawn egg.
Personal experience here: place a bunch of beds around the villagers, toss them some food, and watch the magic happen. Works like a charm every time!
