You need to reach Level 17 and buy the second floor pack from the Home Store. After that, you can place stairs and build up!

First, buy the 2-story renovation kit from the Home Store. Then, simply select the 'Add Floor' option and place stairs where you want them. Boom, you've got a two-story house!

I did this last week! Get to Level 17, then buy the 2-story pack in the Home Store. Easy as pie after that.
