Save up your materials and Influence! Once you've got enough, go to your base menu and pick an open slot to build the bunkhouse.
First, you'll need a facility slot available at your base. Open the base menu, select an empty slot, and choose 'Bunkhouse' from the build options. Make sure you have enough resources and Influence to construct it!
Honestly, I never bother with the bunkhouse; I always prioritize other facilities first. But if you're set on it, just follow the base menu prompts.
