I've built a jail cell in Bloxburg before. Use 'industrial' or 'metal' style furnishings to really nail the look. Add some dim lighting and maybe a surveillance camera. It might sound odd, but adding a 'dried out plant' gives it that abandoned, gritty aesthetic.
Just use some fences for bars and a concrete wall. Done.
