Pools ladders? That's in the 'Outdoor' tab in the Home Store. Click, choose, and place. Voila!

You'll need to go to the Home Store, select 'Outdoor,' and then find the pool ladders. Once you have your desired ladder, place it at the edge of the pool. It's literally a couple of taps!
