You need to be at least level 17 before you can add additional floors. Go to the home store, then tap on the second-floor button in the 'Floors' tab. Simple!

First, reach level 17 to unlock the ability to build multiple floors. Then, open the home store, select the 'Floors' tab, and choose 'Add Floor'.

I'm level 21 and just did this! You gotta hit level 17 first, then head to the home store, find the 'Floors' tab, and you're good to go.
