To build an upstairs in The Sims FreePlay, first, make sure you've reached level 17. Then, open the house you want to add a second floor to, tap on the 'Home Store' icon, and select the floor construction option. From there, you can add stairs and start building!

You need to reach level 17 and finish the quest 'Multi Story Renovations' to unlock the ability to build an upstairs. Then, just go to the Home Store, choose the floor you want, and add stairs to connect them. Easy peasy!
