You can't really build apartments in The Sims FreePlay, but you can create multi-story houses with different apartments on each floor. Just use different entrances and decorate each floor uniquely!

Best way is to create a multi-story house and divide it into separate 'apartments' by using different decor and separate entryways. Voila, instant apartment building!

Nah, there's no apartment building option in FreePlay. Stick to making cool multi-story homes.

I've done this before! Build a multi-story house and use walls and doors to segment off each 'apartment.' Customize each floor differently, and you've got your own little apartment complex.
