Once you're cozy with them, you'll get a quest called "Old Guns" from a character named Ronnie Shaw at The Castle. Complete this quest, and she'll teach you how to craft artillery pieces. After that, head to your settlement's workshop, open the special menu, and there you'll find the artillery piece. Remember, you need some resources like gears and wood to build it. Place it, assign a settler to operate it, and voila, you've got yourself a boom boom cannon!
