Honestly, just get the basement gamepass, dig out the basement with the basement tool, and slap down some stairs from the build menu.
From experience: You gotta buy that basement gamepass. Use the basement tool to create your basement space, then go to build and add stairs.
You need the basement gamepass! Once you have it, use the basement tool to dig down and place stairs from the build section.
