Building inside a shelter in Fallout 76 is pretty much like building anywhere else in the game, but with more freedom and less worry about the outside world. First, access your C.A.M.P. and find the Shelter Entrance item in the Structures menu. Place it, and then enter your shelter. Once inside, open the build menu to start creating your underground haven! You got walls, floors, decorations, all the works without the fear of a Super Mutant attack.
