You just need the Habitat Builder, select Interior Modules, and then Ladder. Click, place, climb!

From my experience, ladders are a lifesaver when expanding your base vertically. Just use the Habitat Builder, go to the Interior Modules, and place your ladder where you need it. Happy diving!
