Building a magazine rack in Fallout 4 is pretty straightforward, but you gotta have the right perks first! Make sure you've got the 'Local Leader' perk (Rank 2) and enough resources (wood and steel) to craft it. Then, just head over to your settlement workshop, navigate to the 'Furniture' section, and then 'Shelves.' You'll find the magazine rack there. Pop it down anywhere in your settlement, and boom, you're all set to display your magazine collection!

Just hit up the workshop, furniture -> shelves, and it should be right there. No biggie. You don't need a degree in rocket science to figure it out.
