Make sure you have enough resources like wood and stone! Then go to the Shelter and start upgrading. More beds will become available as you progress through the Shelter's levels.

To build more beds in Whiteout Survival, you first need to upgrade your Shelter. Once upgraded, you'll have access to add more beds for your survivors. Simple as that!
