You can't actually build a power armor frame from scratch in Fallout 4. However, frames are scattered across the Commonwealth for you to find. In settlements, you can use a Power Armor Station to modify and repair your power armor, but the frame itself must be found in the world. Keep your eyes peeled for military sites and check behind locked doors - you might just get lucky!

Nah, you can't build a power armor frame. Gotta find 'em lying around in the wasteland. It's like a scavenger hunt, but with more radiation.

Actually, building a power armor frame isn't an option, guys. But, snatching one from a raider or finding them in the wasteland? Absolutely. I found my first one at the National Guard Training Yard. Check military locations; they're gold mines for frames!
