First, you need to reach level 17, and then complete the 'Multi-Story Renovations' quest. Once that's done, buy the stairs from the Home Store and place them in your house. Voilà, you're on your way to a second story!

You gotta be level 17, finish the 'Multi-Story Renovations' quest, and then stairs are purchasable in the Home Store. Trust me, I did it last week, and now my Sims are living it up on two floors!
