To build statues in Fallout 4, you'll need to have the Wasteland Workshop DLC installed first. Once you've got that, head over to your settlement's workshop menu, look under the 'Decorations' tab, and then into 'Statues'. You'll find a variety of statues you can place in your settlement. Just make sure you've got enough materials!

Easy, just make sure you've got the Wasteland Workshop DLC. After that, it's all fun and games placing those statues to make your settlement stand out.
