Visit the Necralisk on Deimos and gain standing with the Necraloid Syndicate. Purchase the Necramech blueprints, then head to the Foundry to build it. Patience required for resource gathering!

First, head to Deimos and buddy up with the Necraloid Syndicate. You'll need to grind for standing to buy blueprints. After you get the parts, use the Foundry to assemble your new mech.
