To build the Reflector Platform in Fallout 4, you gotta dive into the 'Molecular Level' quest. First, chat with your faction of choice (Minutemen, Railroad, or Brotherhood of Steel) for some support. Then, grab the necessary parts: a Stabilized Reflector Platform, Biometric Scanner, Military-Grade Circuit Board, and a bunch of Power. Head to your settlement's workshop, pull up the Special tab, and start crafting. Hook it all up with power (about 20-30 units should do the trick), and voila, you've got yourself a Reflector Platform. Remember, location is key; you'll want space to expand for the next quest steps!
