It's super simple: get a Sim to level 6 in the Police career, and then you can build the squad car from the home store.
First, unlock the Police Station career. Then, get your Sim to reach level 6 in this career to unlock the squad car. After that, it’ll be available in the home store under the vehicles section.
Man, just level up your Sim in the Police profession and voila, squad car unlocked.
