Put your survivors on regular jogging duty! Make them run while scavenging for resources, and you'll see that cardio stat rise in no time.
Honestly, just run everywhere. Seriously, EVERYWHERE.
Easy-peasy! Just keep your survivors running and sprinting as much as possible. The more they run, the better their cardio gets!
