You'll need to scan the fragments for the Vehicle Upgrade Console! Find fragments at the Aurora, the Mushroom Forest, or the Sea Treader's Path, then craft it using the Habitat Builder. Happy upgrading!

From my experience, you'll want to look around the Aurora wreck and the Mushroom Forest for the Vehicle Upgrade Console fragments. Once you've got them, use your Habitat Builder to construct it in your Moonpool!
